It made making CAF's a tedious prospect because I care nothing for online play balance I just want a bunch of superfighters for my own fun and imagination.As far as the other comment, it's no different than Madden or NBA where some teams have better stats than others.
This way if you want to create a bunch of legends you don't have to go through career mode with the sole purpose of maxing stats which is made to be difficult to do because it directly ties in to making a character for online play.
